Arthur Wellington Collier was born on 18th June 1894 in the Fulham area of London, son of Emma Collier, formerly Godsmark, and her husband Augustus William Collier, a constable in the Metropolitan Police. Arthur was baptised in 1896, when the family's address was given as 32 Halford Road in Fulham. The 1901 and 1911 censuses both find Arthur living with his family at 32 Halford Road. By 1911 Arthur was working as an errand boy at a drapery.

Arthur's father appears to have died in 1915. Arthur continued living with his mother at 32 Halford Road until her death in 1926.

Later in 1926 Arthur married his cousin, Louisa Mary Savage (her mother Rosa and Arthur's mother Emma had been sisters). They moved to 17 Seagrave Road in Fulham, then a couple of addresses in Hammersmith through the 1930s before settling at 87 Warwick Crescent in Hayes by 1939, where they were living at the outbreak of the Second World War. Arthur and Louisa do not appear to have had any children.

Arthur and Louisa continued living at 87 Warwick Crescent after the Second World War, appearing there together in electoral registers through to at least 1965.

Arthur died in 1969, aged about 74. Louisa survived him by about eleven years.
