Abstract (Document Summary)

Secretary Nagel's annual report, sent to the President yesterday, contained many important recommendations for changes and improvements in the vari- ous bureaus and branches of the Department of Commerce and Labor. Great popular interest attaches to the immigration and naturalization of aliens, and much of the Secretary's report is devoted to that subject.
