No marriage record is found in Woburn and so it probably occurred in Concord. Source:New Hampshire, United States. New Hampshire Death Records, 1654-1947, here, show the death of a child of William Tay in 1809 in Concord, NH, in 1809, aged 4. So born about 1805 so marriage before that, possibly as early as 1800 based on William's estimated age.
