    [Note: the last comment was added by the editor. It is not entirely clear why he thinks this means Old Style. If 1700 is coming in, as in, just starting, it suggests it is the end of 1699, and so the use of 1700 with February would be a new style date?? Most sources seem content to say 28 Feb 1700 without venturing to guess which interpretation is intended (e.g., this and this), but one source completely mangles the date as "28 Dec 1699/1700" which is a strong indication it was recorded as the 12th month of 1699.]
