Elmer-Elmore Genealogy : Records of the Descendants of Edward Elmer of Braintree, Eng., and Hartford, Conn., through His Son, p. 9, indicates this Joel was born about 1765, "unm. lived at Hisndale". No deeds, probate or death record for Joel has been found. He may be the Joel Elmore found in Vernon in the 1810 census and 1820 census?
