An ephemeral source is a source which can not be relied upon to be available indefinitely into the future. For example, personal web sites and family lineages placed on sites such as Ancestry contain much valuable information, but are subject to change without notice. As a result, they can not be cited with an expectation that others can return to see the same information. Absent that ability, their value is short term. In other words, they are ephemeral.
