The most built up part of Ilminster was made into an urban district in 1898, leaving two large rural sections which were created into a new civil parish which was named Ilminster Without (#16 on map). Ilminster Without was part of the Chard Rural District from 1899 until 1974. In 1974, under the Local Government Act 1972, Ilminster and Ilminster Without both became part of the South Somerset District.

GENUKI's page on Ilminster contains an excerpt from The National Gazetteer of Great Britain and Ireland (1868) which states that it included the hamlets of Sea, Crock Street, Peasmarsh, Horton, Winterhay, Higher Horton, Ashwell, and Dillington. It is presumed that these were in Ilminster Without after the parishes were separated in 1898. They have all been redirected here.

No discussion has been found as to whether Ilminster Without became part of the Ilminster administration in 1974. However, in the Wikipedia article on South Somerset District Ilminster Without is not listed among the parishes within the new municipality.

The parish of Donyatt (#12) which separates the two sections of Ilminster Without is listed as a parish within South Somerset District. It may have absorbed either the northern section or the southern section of Ilminster Without after 1974.

The addition of Ilminster Without to Ilminster is the probable reason for the increase in population shown in Ilminster between the UK censuses of 2001 and 2011.
