Notes from John Decker: "Adopted by Frank and Zora Washburn. This adoption was never a legal, but his step-parents gave him their last name. Later in life when he learned of this, he had his name corrected back to Decker. Some, but not all of his children followed this suit and had their names changed to "Decker" in their adult years."
