Captain in the Union Army during the Civil War. He was a publisher of the Crossville Tribune in February of 1878 and a writer for the Crossville Chronicle in 1905 and before 1922. He lived near the Lantana Community. Capt. Jim Lowe an article in the Crossville Chronicle (appeared in the Centennial Issue, also) where he stated that Andrew R. Lowe (his grandfather), Greenberry Wilson and Reuben L. Brown were the first settlers in this area, and that all three started out from Westmoreland County, Maryland.
