Marriage license date vs. published [8 September 2011]

I am researching the Rauch, or Rausch or Bauch family. Surname changes between records. See this image of the marriage register and the entry for William Rauch and Elizabeth Koebke, first column, line 15. Under the column for marriage license date it says published by J Bauch.
