Tugby was originally a township in the ecclesiastical parish of Billesdon in Leicester. It became a separate civil parish in 1866 and was part of the Billesdon Rural District from 1894 until 1974. On joining the non-metropolitan Harborough District in 1974, it changed its name to Tugby and Keythorpe so that it reflected Keythorpe manor which it included. As a civil parish it contained East Norton.

Tugby and Keythorpe is a parish comprising the village of Tugby and land surrounding Keythorpe Grange, Keythorpe Hall, Hall Farm and Lodge Farm in Leicestershire, England, part of Harborough District. The parish covers around 2,200 acres, situated 7 miles west of Uppingham, and 12 miles south of Leicester. According to the 2011 UK census the population of the parish was 330. The Anglican parish register for the parish dates back to 1568. The boundaries of the parish have not changed throughout the years, meaning that the parish's size remains the same as it did in 1568.

A Vision of Britain through Time provides the following description of Tugby from John Marius Wilson's Imperial Gazetteer of England and Wales of 1870-72:

"TUGBY, a parish in Billesdon [registration] district, Leicester; 2¾ miles ESE of Billesdon, and 6¾ NNW of Medbourne Bridge [railway] station. It includes Keythorpe liberty, and has a post-office under Leicester. Acres: 1,830. Real property: £2,515. Population: 360. Houses: 84. The manor, with Keythorpe Hall, belongs to Lord Berners. The living is a vicarage, united with East Norton, in the diocese of Peterborough. Value: £284. Patron: Lord Berners. The church has a Norman tower, and is good. There are a Wesleyan chapel, and charities £86."


Keythorpe Hall/Manor

"Keythorpe Hall" and Keythorpe 'Manor' are two completely separate properties a little distance apart. "Keythorpe Manor", now a wedding venue, is based on the A47 in East Norton Parish and was originally called "Norton Grange", later becoming "Keythorpe Grange" but was renamed "Keythorpe Manor" when it became a wedding venue. "Keythorpe Hall" has always been called such but apparently was relocated stone by stone to a more prominent position many years ago.

Keythorpe Grange was owned by members of the Berners Barony, first created in 1455 and represented in the 20th century by Sir Raymond Robert Tyrwhitt-Wilson, as of 1912.
