Frank Henry Fletcher was born in Chicago, IL, on 3 April 1894.

Henry & Elizabeth Fletcher immigrated to the United States and became citizens. Their son, Frank, was born in Chicago. Soon after becoming US citizens, they returned to Germany. During the buildup of World War I, they were arrested and executed as French spies. Their son, Frank, lived with an uncle for a while. The uncle gained control of the family finances, and Frank left.
Frank worked as a cabin boy crossing the Atlantic Ocean.
Frank was in the Navy during World War I. He was a carpenter, and stationed at the Great Lakes Naval Station.
