Shelby County is a county located in the U.S. state of Iowa. Its name is in honor of Isaac Shelby, the first Governor of Kentucky. The population was 12,167 in the 2010 census, a decline from 13,173 in the 2000 census.[1][2] The county seat is Harlan.
