Penn Hills is a large Home Rule Municipality (formerly a township) in Allegheny County, Pennsylvania, United States. The population as of the 2010 census was 42,329, making it Pittsburgh's second largest suburb by population. Penn Hills is the largest municipality in Allegheny County, outside the city of Pittsburgh.
