When civil parishes were established in 1866, the ancient parish of Seal became the civil parish of Over Seal and Nether Seal. Nether Seal was a village within the parish; Over Seal was a hamlet. Both communities had churches and maintained their own birth, marriage and death registers. The parish is on the edge of Leicestershire and Derbyshire. The boundaries were redrawn in 1889 so that since then Over Seal and Nether Seal have been in Derbyshire. The names of the two villages were also changed to Overseal and Netherseal, respectively.
