Horsham Rural District was formed in 1894 following the passing of the Local Government Act of that year. It was located on the border with the county of Surrey in a line with the town of Brighton.
In 1974, with the introduction of municipal districts in Sussex, most of the rural District was transferred to the Horsham District. However, Crawley became a separate district municipality and absorbed the parish of Ifield.
