On 1 April 1974, under the Local Government Act 1972, the original town or borough of Cheltenham was merged with the neighbouring urban district of Charlton Kings to form the non-metropolitan district of Cheltenham. Four parishes: Swindon Village, Up Hatherley, Leckhampton and Prestbury, were added to the borough of Cheltenham from the Borough of Tewkesbury in 1991.

Cheltenham is on the edge of the Cotswolds in the southwest of England. The borough covers 18.00 sq mi (46.61 km2) and has an estimated population (based on the UK census of 2011) of 115,600.
