Hi: Utrecht never was and still isn't in Zuid-Holland. It has been since Willibrord or Dagobert (also around 600-650) independent. A kind of a churchstate in the Netherlands, the (Arch)bishop of Utrecht was head of the region with the same (or even more) power as a count in a county had.
