William Henry Allen was born on 21st November 1888 at Devonport in Devon, son of Mary Ann Allen, formerly Harry, and her husband John Burridge Allen, a seaman. William appears in the 1891 census living with his parents and siblings in two rooms at 15 Wake Street in Devonport.

In 1895, when William was about seven years old, his mother died. His father remarried later that year, but then died three year later, leaving William an orphan at the age of about ten years old. The 1901 census finds him living at the British Seamen's Orphan Boys Home in Brixham. By 1911 William had returned to Devonport, and he and his brother Albert were lodging together. William at this time was working as a driver for an earthenware merchant.

William has yet to be traced after 1911; there were several William H. Allens living in the Plymouth area at this time, making it hard to differentiate between them.
