The picture shows Victor as a member of ROTC at the Kansas State Agricultural College (now Kansas State University).

Victor was a botanical taxonomist with Texas A&M, SMU, and the U.S. Dept of Agriculture. He administered several Agricultural Research Stations in Texas, establiswhed and managed the A&M herbarium, and published the first "Catalog of the Flora of Texas" (still the standard resource underpinning all later work).
