Phoebe Devonshire was baptised on 8th January 1826 at Hedgerley in Buckinghamshire, daughter of Thomas and Margaret Devonshire. She appears to have grown up in the area, living at Hedgerley Dean in the 1841 census - a hamlet which was part of the parish of Farnham Royal, but lay much closer to Hedgerley than Farnham (and has subsequently been transferred to Hedgerley parish).
In 1848, aged 22, Phoebe married James Smith at Luton in Bedfordshire, some distance removed from Hedgerley. Phoebe and James lived the rest of their lives in Luton, and appear not to have had any children. They did have a niece, Eliza Smith, living with them in the 1861 census, whose birthplace was given as Farnham, but her connection to the couple has yet to be established. As she was from Farnham she was perhaps more likely to be related to Phoebe than James, despite her surname being given as Smith.
Phoebe and James appear to have lived most of their married life in the small yards off New Town Street to the south of Luton town centre. Phoebe worked as a laundress, whilst James was an agricultural labourer. They died at about the same time as each other - both their deaths were registered in the June quarter of 1897. Phoebe was 71, James was 78.
