Peter Rice was born on 24th August 1854 at Whithorn in Wigtownshire, son of Jane Rice, formerly Lemon, and her husband James Rice, a ploughman. He was the second of the couple's six children. The 1861 finds Peter living with his parents and siblings in a one roomed house at Sheddock in Whithorn. They were still there ten years later, when Peter was described as a farm servant.

The 1881 census finds Peter working at Craig Farm in Whithorn. One of the other servants there was a Maggie Miller. Just over two years later they married at Glenturk in Wigtown. They had a daughter named Jane Lemon Rice in 1884, named after Peter's mother, but she died as a baby when just four months old. In 1886 they had twins named Robert and James.

In 1890 Peter's mother Jane died in Whithorn. The 1891 census finds Peter and Maggie living at Burgess Outon in Whithorn, with Peter's father James living with them. As well as the two sons there was a daughter listed named Bessie, who appears to have been born before Maggie and James married, suggesting she may have been an illegitimate child, presumably of Maggie's, but no birth record for her has been found. By the late 1890s all Peter's five siblings had left Scotland and moved to the London area of England. Peter's father James also went to live in London for a time in the late 1890s and early 1900s.

In 1897 one of the twins, Robert, died when only ten years old. The 1901 census finds Peter and Maggie and their son James living at Longhill in Glasserton. Peter was described as a ploughman, the same occupation his father had followed. The following year, Maggie had another son, Peter. There was a gap of over fifteen years between the twin's birth and Peter's. Some time between 1901 and 1911 Peter's father James returned from London to live with Peter. James died at Glasserton in 1907.

The 1911 census finds Maggie, Peter and young Peter living at 6 Glasserton Street in Whithorn. They reported that the marriage had produced four children, two of whom were still alive, suggesting that the surviving twin, James, was still alive in 1911. By 1921 the family had moved to Ardwell in the parish of Stoneykirk. Margaret died there at Shore Cottages in 1921, a week after her 61st birthday. Peter survived her by just over a year and died at Ardwell on 5th August 1922, aged 67. He was living with his youngest son Peter at the time of his death.
