Lily Louisa Savage was born on 26th February 1872 at Norwich in Norfolk, daughter of Mary Ann Savage, formerly Snelling, and her husband Walter William Savage, a last maker. The family left Norwich during 1873 and moved to Colchester in Essex, where Lily's eldest sister died. They then moved again to the London area sometime between 1873 and 1875.

The 1881 census finds Lily living with her parents and siblings at 10 Carnaby Street in the West End of London. Lily's father died in 1883. The family then moved to Islington in the northern suburbs of London. At the time of the 1891 census Lily was living with her mother and siblings at 31 Rupert Road in Islington. Both Lily and her mother were working as laundresses.

On 15th April 1895, aged 23, Lily married John Sandall Phillips at All Saints' Church in the Tufnell Park area of Islington. They went on to have a daughter in 1897 and a son in 1903. The 1901 census finds Lily, John and their daughter living at 18 Landseer Road in Islington. Lily's mother and two brothers lived in the same house. John was described as a packer for a druggist at this time.

Sometime between 1903 and 1911 the family left London and moved to Dartford in Kent. The move may have been connected to John's work as a packer in the pharmaceuticals industry, as one of Dartford's main employers at the time was drug company Burroughs Wellcome. Lily's brother Walter Edmund also worked as a chemical export packer and also moved from London to Dartford around the same time with his family.

The 1911 census finds Lily and John living at 183 Fulwich Road in Dartford, along with their children and Lily's mother. John described himself as an export packer for a manufacturing chemist. Lily's brother Walter and his family lived a few doors down the same street.

Lily's mother died in 1916.

By the outbreak of the Second World War, Lily and John had left Dartford and moved to the nearby village of Hartley, where they lived with their son Cyril and his family in a house called Trevone on Ash Road. John described himself as a retired foreman packer.

Lily died on 10th February 1945, aged 72. She was buried five days later at Hartley. John survived her by ten years.
