Lancelot (Lance) Edgar Connop Mervyn Perowne was born on June 11, 1902 at Kensington, London the son of John Thomas Woolrych Perowne and Edith Marione Browne. He was educated at Wellington College and the Royal Military Academy, Woolwich.

Lance was commissioned into the Corps of Royal Engineers as a Second Lieutenant, Serial Number 23654, on January 31,1923. After two years he was promoted to Lieutenant on January 31 1925. At Cologne, Germany in 1927 he married Gertrude Jenny Johanna Stein. From January 6, 1929 to October 31, 1933 he served as an Adjutant to the Territorial Army. Lance was promoted to Captain on January 31, 1934 and from December 4, 1936 to March 31, 1940 served as an instructor, achieving the rank of Major on January 31, 1940. Following two months service with the Commandos in France, where he was mentioned in dispatches, he again served as an instructor from October 5, 1940 to May 11, 1942.

On May 19, 1942 Lance is transferred to Anti-Aircraft Command as a Temporary Lieutenant Colonel which is confirmed on November 19, 1942. His first command is the 69th Anti-Aircraft Brigade and then the 37th Anti-Aircraft Brigade.

With the rank of Temporary Colonel he is given command of the 23rd Infantry Brigade in India and sees action in Burma where he is again mentioned in dispatches and awarded the CBE. He is gazetted a full Colonel on July 31, 1945 and commands the Penang Sub Area and 74th Indian Infantry Brigade.

Between 1946 and 1947 he commands the 72nd Infantry Brigade in India before returning to England to become Commandant of the School of Combined Operations from 1947 to 1948 and Commandant of the 151st Northumberland and Durham Infantry Brigade of the Territorial Army from 1949 to 1951.

On May 22, 1951 Lance is appointed Commander of the British Military Mission to Greece with the rank of Temporary Major General. On June 13, 1951 he is officially promoted to Brigadier and on January 1, 1952 to Major General.

His final command from May 7, 1952 until his retirement on May 6, 1955 is as General Officer Commanding the South Malaya District and 17th Gurkha Division whilst simultaneously being Major-General of The Brigade of Gurkhas.
