Joseph Williams was born on 7th February 1874 at Stonehouse in Devon, son of a sailor also named Joseph Williams and his wife Mary Whitelock. Young Joseph appears in the 1881 census living with his mother and siblings in Stonehouse, whilst his father was away. By 1901 his father had become a publican and ran the Bridge Inn on High Street, Stonehouse, whilst Joseph was by this time working as a dockyard labourer.

In 1903 Joseph married Hannah May. She already had a daughter named Elsie who thus became Joseph's stepdaughter. In the 1911 census Elsie appears as Elsie Williams, taking his name. Joseph and Hannah had several children together, although it is hard to be sure precisely how many; in the 1911 census Joseph said they had had six children three of whom had died, but it is not clear whether he was counting Elsie or not in that number. There are also some other children called Williams with mother's maiden name May born after 1911 which may belong to Joseph and Hannah, but equally there appear to have been other Williams / May couples.

Joseph's daughter Kathleen appears to have died aged 19 in 1923.

Hannah died in 1931, aged 57. Joseph outlived her by 12 years. At the outbreak of the Second World War he was living with his daughter Beatrice and her family. Joseph died on 20th November 1943 in Devonport, aged 69. His estate was administered by his daughter Beatrice.
