Johann Jacob Hoffman was born in Zuzenhausen, Heidelberg, Baden, the son of Johann Andreas Hofmann and Anna Eva Schnabel. In 1771 Jacob sailed on the ship Tyger to Philadelphia and on 19 November 1771 took the required oaths. He signed his name to the ship's list as Johann Jacob Hoffman as he did to many of his land records and will later in Ohio.
In 1772 Jacob became a printer's apprentice (indentured) to John Eckhart of Berks County. During the years 1777-1780 he served in the militia from Berks County in various companies in Col. Valentine Eckert's Regiment. Jacob married Catherine (Keasey) about 1780 probably in Berks County. By 1785 they had moved to Dauphin County and were enumerated in the Upper Paxton Township, Dauphin County in the Federal Census. Sometime after 1790 Catherine died and Jacob married a Susannah Kissinger. By 1796 they had moved to Beaver township, Northumberland County, Pennsylvania. Here Jacob and Catherine were enumerated in the 1800 Federal Census.
In 1806 the family migrated to Fairfield County, Clearcreek Township, Ohio. He eventually purchased land in Fairfield County, Clearcreek Township.
