He is not listed in either the 1860 or 1870 census with his parents. Therefore, it is possible that he died young. On the other hand, he may have been born after the 1860 census (and his birth year is incorrect in the birth register) and simply not be with his family for some reason in 1870. If he survived to adulthood, there is a reasonable likelihood that he is the same person as Jesse J. Ice, as many trees show, in spite of the difference in the birth month between the birth register and what the latter claimed (or possibly a census-taker invented) in the 1900 census.

   Note that no informant is listed. I don't know if this means that it is possible that this reflected a delayed birth certificate, filed for an adult, in which case the birth year could potentially be incorrect.
