James Rice was born on 14th September 1886 at Burgess Outon in the parish of Whithorn in Wigtownshire, Scotland. He was the son of Margaret (Maggie) Rice, formerly Miller, and her husband Peter Rice, a ploughman. James had a twin brother Robert. The family appear in the 1891 census still living at Burgess Outon, with James's grandfather (also called James Rice) living with them.

James's twin Robert died in 1897. James appears in the 1901 census living with his parents at Longhill in the parish of Glasserton. He has yet to be traced after 1901, but was probably still alive in 1911 as his parents reported that they had had four children by then, two of whom were still living. As the two who died have been accounted for, the two still living must have been James and his much younger brother Peter.
