James Ramsey was the senior son and eldest child of John Ramsey of Augusta County, Virginia, where the father married by 1751 to Margaret Crockett, widow of Robert Crockett. Prior to 1774, James Ramsey came with his father's family to New Providence, Mecklenburg County, North Carolina, where the father settled on Four Mile Creek and became one of the founding elders of New Providence Presbyterian Church organized in 1765. James Ramsey was the executor of his father's will during the January, 1776 term of court, Mecklenburg County, North Carolina. From their father's will, James and his brother, William, received one half interest in the father's 312 acres on Four Mile Creek, with their bother, John, receiving 150 acres on the dividing ridge of the waters of McAlpine and Four Mile Creek. Due to the premature death in 1777 of brother, William Ramsey, William's half interest in his father's land fell to his brother, James Ramsey, as senior son.

About 1779, James Ramsey married to Rachel Price, daughter of John and Rachel (McCulloh) Price of old Mecklenburg County, North Carolina, old Craven County and Chester County, South Carolina. Most likely their marriage took place in old Craven County which became Chester County, South Carolina in 1785. James Ramsey was also the executor of his father-in-law, John Price's, will in Chester County, South Carolina. Rachel Ramsey's mother, Rachel Price, is found residing in Chester County as late as the 1800 U.S. census, along with the young family of James Ramsey. Shortly after 1800, James and Rachel Ramsey removed to Franklin County, Georgia, where James's will is dated in 1823, and where Rachel left her will in 1836. James and Rachel Ramsey had nine known children.
