James Dugger was born ca 1780/1790 (per 1830 and 1840 census) in Brunswick Co., VA.
On 17 Jan 1800 Jesse Rainey, William Dugger, Frances Rainey and James Dugger witnessed a deed from John Wilroy Mallory to Daniel Dugger. (Brunswick Co., VA Deed Book 17 page 525).
James Dugger “Jr” was listed on the 1810 census in Brunswick Co., VA. It is possible that this was a different James, but perhaps not. Analysis:
On1 5 Jan 1810 Daniel Dugger Sr deeded 112 acres to William Dugger. Witnesses were Benjamin Morris, James Dugger and Daniel Dugger. (Brunswick Co., VA Deed Book 21 page 192).
In Feb 1810 Court, Richmond Dugger and James Dugger were granted administration of the estate of Daniel Dugger (their father). (Brunswick Co., VA Order Book 23 page 293).
James Dugger was bondsman for the 10 Mar 1810 Brunswick County marriage bond of Benjamin S. (or L.) Morris and Nancy Dugger (his sister).
James Dugger was named in the Nov 1811 court record listing the heirs of Daniel Dugger, deceased.(Brunswick Co., VA Order Book 24 page 357).
James Dugger was named in the Jan 1812 court record showing the division of the estate of Daniel Dugger and he received 21 acres. (Brunswick Co., VA Order Book 24 page 514).
On 22 Dec 1814 James Dugger obtained a marriage bond in Brunswick County to marry Elizabeth W. Lucas, age 21. William M. Dugger (his brother) was bondsman.

James Dugger was listed on the 1840 census in Crawford Co., GA. Analysis:
On 19 Jul 1844 Andrew Rainey of Bibb Co., GA, Nathaniel Edwards and wife Sarah, of Ashe Co., NC and Frances M. Rainey of Brunswick Co., VA, sold 28 acres for $42 in Brunswick Co., VA to James Dugger of Crawford Co., G A. The land bordered James Dugger and the Estate of Mary Dugger. (Brunswick Co., VA Deed Book 33 page 547).
On 23 Jul 1844 James Dugger of Crawford Co., GA sold 96 acres in Brunswick Co., VA to Benjamin Sadler of Brunswick. (Brunswick Co., VA Deed Book 34 page 134).
