I wasn’t able to find Hiram Dugger on the 1840 census anywhere.

They were listed on the 1850 census in Benton Co., AL (which later was renamed to Calhoun County). Hiram is listed by initial only. It appears to be an "N" at first glance, but it doesn't match other Ns on the page, nor does it match other Hs on the page, but it does probably say "H."
