Francis Forsey was born on 28th January 1803 at Winsham in Somerset, son of Sarah Forsey, formerly Hawkins, and her husband Francis Forsey, a labourer. Francis was one of at least five children. In 1821 his mother Sarah died.
Francis was married aged 30 on 10th October 1803 to Fanny North, who was 27 and also from Winsham. They appear to have had four children together between 1834 and about 1845. Their second child was born at Combe St Nicholas, a few miles from Winsham, but they had returned to Winsham before the birth of their third child. In the 1841 census Fanny and the children were living at the hamlet of Bridge to the west of Winsham parish, whilst Francis was away from home on census night living in Winsham village with a widow named Frances Forsey and her children, whose husband Thomas Forsey had died a few months earlier - their connection to Francis has yet to be ascertained.
By 1851 Fanny and Francis were living in Winsham village. Each census from 1851 to 1881 finds Fanny and Francis living in the village, consistently living on Fore Street after 1871. Fanny worked as a laundress and charwoman.
Francis died in 1885, being buried at Winsham on 17th March, aged 82. Fanny survived him by seven years.
