Cornelius appears to be named after Helmanus Wiltbank's best friend, confidant, and fellow Delaware settler Cornelius Verhoof. He served on the Sussex Grand Jury in 1695, 1703, and 1705. The certificate of his first election as a Representative from Sussex in the Pennsylvania Assembly was dated 11 May 1698. On 21 Oct 1708 he and the other Representatives from New Castle, Kent, and Sussex Counties withdrew from the Assembly in Philadelphia to form Delaware's first Legislature, called Assembly of the Three Lower Counties.

Necessary Explanation: Wife Hannah Kollock White was sealed to 1st Husband Rev. Wrixham White also Isaac Wiltbank was sealed to them 25 Jan 1952.
