Cecil George Christopher Ball was born on 3rd February 1895 at Plymouth in Devon, son of Ellen Sarah Ball, formerly Harry, and her husband William Henry Ball, a stationary engine driver. Cecil appears in both the 1901 and 1911 censuses living with his parents and siblings at William Street in Plymouth.

Cecil was married in 1920, aged about 25, to Mabel Newsom. They appear to have had one son in 1925 in Plymouth.

Cecil died in 1967, aged 72.
