On the 1910 Census, Sanford Jackson, age 66, is found living in "Craig Colony for Epileptics" in Livingston Co., New York. This appears to have been a large group home with 'inmates' of all ages. A google search for this facility finds information that this facility was a NY state run facility who accepted both 'mentally incompetant' and patients of 'normal mentality'. They accepted both indigents and persons whose family could pay for their care. A look at the occupations of the 'inmates' shows that many had occupations but many did not.
