As best I can make out this says

".... is to Colbert Fugate
... ...... March 14 1810"

The date "March 14" might also be read as "near Mill" followed by 1810. I suspect that this identifies Colbert Fugate as having some prior association with the land. That seems to be the role of these notes on the left hand column. Perhaps Fugate ws the one who originally had the land surveyed, or patented, but not actually purchased.

The exercizing of a grant might be long after the grant was actually awarded. One of Colbert Fugates kinsmen (I presume) shows up as the former owner of a parcel of land for which the grant was finalized in 1986

Pine Mountain, by the way is the original name of a ridge line that runs sW-NE in this area. The southern most portions of the ridge line are known today as "Pine Ridge" (or perhaps still as Pine Mountain" while the northern portions are called Brushy Mountain.

I've assumed in the past that Locust Cove was the name of the entire area along Locust Cove Creek. I've thought of Abner's property as lying in the southern most porito of that valley, but this may be a mis-read on my part. In looking at the USGS map of the area I note that the designation "Locust Cove" only appears inthe far nothern areas of the Locust Cove watershed. Also, I thought that Abner's brotherinlaw Andrew Cifers property lay in the southern area near the Washington County line. This was a misread on my part, I think. While his property did lay on the Washington County line (nw side), it was the county line of 1810, not the modern line. This places his property on Locust Cove Creek near the modern rouighly halfway between modern Washington and modern Wythey. That doesn't mean Ab ner's property was in that same area, but if Locust Cove only refers to the uppermost reaches of the Locust Cove watershed, it does fit with his land being close to his brotherinlaws.
