marriage application and license, but no certificate that the marriage took place
    neither previously married
his parents: Andrew and Magdaline Spudic
her parents: George and Anne Bucinic

Either they married in Croatia in 1906 as some believe (and might have evidence for) or they didn't marry until 1912 in Pennsylvania. If the former, it is possible that authorities required a marriage certificate they couldn't (at first) provide and so they started the marriage process in Pennsylvania. If the latter, then George might have been Mary's son but not Joseph's. The 1930 census suggests that they married in 1906.
