Frederick applied for permission to marry Louisa Wright on May 1845. (Con. Ref. CON 52/2 p.158, RGD Ref. RGD 37/4 1845/2208.)

Frederick and Louisa's marriage certificate states that they both had Ticket of leave, which means they had not yet received their pardons. It is likely that they had been given permission to marry because Louisa had given birth to a son 1 month before their marriage.
